Foster Care in Michigan
The State of Michigan faces a significant challenge
in responding to young adults who age
out of care. For many years, there was no
funding for services and assistance for young
people who in effect were kicked out of the
child welfare system at age 18. The outcomes
for these youth were harsh with high rates of
homelessness, unemployment, and involvement
in the criminal justice system and low
rates of college attendance. Provided here is an executive summary of research by Gary Anderson, Ph.D., MSU Director of the School of Social Work. The research was funded by an applied state policy grant.

Little Tolerance for "Zero Tolerance"
Since the federal Gun Free Schools Act was passed in 1994, the Michigan legislature has enacted a series of "Zero tolerance" laws requiring expulsion (or suspension) for a number of offenses, extending far beyond the firearm violations that are the subject of the federal law. In 1999-2000, more than 3,500 students were expelled from Michigan schools in accordance with "zero tolerance" education policies. This report reveals that public opinion for “zero tolerance” policies in Michigan does not match current expulsion patterns.
