To Plan or Not
to Plan: Current Activity within Michigan's Local Governments
In this volume, you will find results of a statewide survey
of Michigan's local governments on their activity in planning and
zoning. It is the first statewide survey conducted in Michigan since
1994. The survey was funded by a grant from the W.K. Kellogg Foundation
and a joint effort between IPPSR, the Planning & Zoning Center,
the Michigan Association of Counties, the Michigan Municipal League,
the Michigan Society of Planning, the Michigan Townships Association,
and MSU Extension. The data were updated in July 2004. |

Foster Care in Michigan
The State of Michigan faces a significant challenge
in responding to young adults who age
out of care. For many years, there was no
funding for services and assistance for young
people who in effect were kicked out of the
child welfare system at age 18. The outcomes
for these youth were harsh with high rates of
homelessness, unemployment, and involvement
in the criminal justice system and low
rates of college attendance. Provided here is an executive summary
of research by Gary Anderson, Ph.D., MSU Director of the School
of Social Work. The research was funded by an applied
state policy grant.

Workers' Compensation
in Michigan
In this volume, you will find information on the evaluation
of the administration of Workers’ Compensation and its relationship
to program outcomes in Michigan. It is an executive summary of a report
prepared by Karen Roberts of the MSU School of Labor and Industrial
Relations. Data were collected by IPPSR’s Office for Survey
Research. Funding for the study was provided by applied
state policy grant.

Obesity
in Michigan: Public or Private Issue?
This edition of IPPSR Policy Brief was prepared in collaboration
with MSU’s Families and Communities Together Coalition (FACT).
It includes analysis of the twenty-sixth round of the State of the
State Survey (SOSS-26). The research was conducted by the Institute
and sponsored by FACT on the views of Michigan residents related
to adult overweight and obesity. The report focuses on the issue
of whether obesity is a public or private issue in the minds of
Michigan residents and includes residents’ assessments of
methods to address the issue and their concern about weight. |

Little Tolerance for "Zero Tolerance"
Since the federal Gun Free Schools Act was passed in 1994, the Michigan
legislature has enacted a series of "Zero tolerance" laws
requiring expulsion (or suspension) for a number of offenses, extending
far beyond the firearm violations that are the subject of the federal
law. In 1999-2000, more than 3,500 students were expelled from Michigan
schools in accordance with "zero tolerance" education
policies. This report reveals that public opinion for zero
tolerance policies in Michigan does not match current expulsion
patterns. |

a nationwide study on the implications of the September 11, 2001
terrorist attacks on America. The study was conducted by Darren
Davis, Ph.D. and Brian Silver, Ph.D., faculty members in the Department
of Political Science at Michigan State University. The survey was
administered by the Office for Survey Research at the Institute
for Public Policy and Social Research. It was funded by the National
Science Foundation, the MSU College of Social Science and the MSU
Program in Public Opinion and Political Participation. |
